Bandplan all neglect them - why?

Hi
I am HS0ZLS and from time to time located in Bankok.
I learn and do most QSO with CW.
But it seem the Bandplan from IARU Region-3 is not valid for lot of HAM Operators here.
For Example:
40m in evening
I tune trough the CW part of the plan which is exclusive for CW from 7000 - 7025 but the part is full with SSB stations.
Some languages I do not understand but there are also some strong from (I assume) Indonesia and some from HS in origin Thai language.
I listend for longer times but it seems they not anounce their call - (I think the rules say at least every 10 minutes?)
I ask - what happends here in Region-3 ?
Is there no discipline to keep the rules ?

Hi Erich sawasdee krup,

They don't care rules because they are not HAM that's why you not hear their call.
Most of them from Indonesia more then 10,000 island there and they still used 40m not 3G.
Some Thai language are Fisherman boat.

I'm sure 100% of Thai HAM (Intermediate class) are keep rules and follow region 3 bandplan.
Pirate station are used 6.xxx Mhz not on HAM band. They know because some of them are HAM (3rd class license)

So waiting late evening until QRM gone to work DX station is a best way to work on 40m in region 3 ;)
